Head of the East Java Province Transportation Service (Kadishub), Nyono, explained that the Surabaya Regional Railways Lines (SRRL) project is planned to be connected to the Russia Rosneft’s oil refinery industrial area in Tuban Regency, East Java. The SRRL project will function as urban public transportation on an electric basis, namely KRL (Electric Rail Train), with the operating route from PT. KAI.

The SRRL project consists of phase 1A (Gubeng-Sidoarjo route) and phase 1B (Pasar Turi-Babat, Lamongan route). Currently, the SRRL project is entering the DED (Detail Engineering Design) tender stage, as well as phase 1A traffic studies (Gubeng-Sidoarjo route). This DED auction stage is targeted to be completed before 2025.

In 2025, phase 1A KRL infrastructure development will begin, including the construction of train tracks, elevated tracks, double tracks and track improvements. The development of this route has a total distance of 34.3 km.

Quoted from Nyono, “Everything will be done in 2025–2026. Meanwhile, physical construction will be built in 2027 because several sections require flyovers and elevated routes. And God willing, it will end in 2029, the realization will be in 2030.”

The first phase of the SRRL project is estimated to require funds of IDR 4.9 trillion, most of which will be funded by the German Development Bank, Kreditanstalt Fur Wiederaufbau (KfW) with loan funds of EUR 250 million or around IDR 3.6 trillion.

As a national strategic project, the existence of SRRL will build public transportation connectivity in the Gerbangkertasusila area (Gresik, Bangkalan, Mojokerto, Surabaya, Sidoarjo and Lamongan) and reduce the level of congestion in the city.
